City Hall construction began in 1872 and wasn’t completed until 1901. Of the buildings many statues, William Penn is obviously the most recognizable. To show him off, Alexander Calder fully assembled Penn and had him on display in the NW corner of City Hall courtyard from 1893 to 1894.
