Take for example, 2323 Harlan Street. The housing authority deposited $1,800 as just compensation for the 480-square foot vacant lot — for comparison the city assessed it at $2,300. But city tax records show that the previous property owner owes the city $5,905 in delinquent taxes and fees.

Before PHA took ownership of 1324 N. 22nd, the property had been owned by the same person since 1925 — William Lipshutz, city records show. But the authority and redevelopment authority listed the owner as Louis and Zelma Lipschutz.

    The Philadelphia Housing Authority set aside the last batch of millions owed to property owners whose homes, businesses and vacant lots were taken through the 2015 Sharswood eminent domain plan. Today, NASA is announcing some big news from the planet-hunting Kepler telescope. Meanwhile, we've got some history about another Kepler—Johannes Kepler, a key figure in the 17th-century scientific revolution and the astronomer for whom NASA's telescope is named. One of Kepler’s many discoveries was in the field of physiological optics. By studying the lens, and the anatomy of the eye, Kepler was the first to correctly realize that the lens of the eye projects an image of the world onto the retina, upside-down and backwards. Although he discovered this and published it in 1604, it was not illustrated for the first time until Rene Descartes’s Principia philosophiae (1644), which we have in the #OthmerLibrary. In this image, you see the eyeball in the middle with the optical rays passing through it. On the retina, you see where the little circle, diamond, and triangle appear. And then there’s a little “observer” underneath who sees the image as it appears on the retina.
