Philly puts aside $3.4M more for Sharswood properties

Take for example, 2323 Harlan Street. The housing authority deposited $1,800 as just compensation for the 480-square foot vacant lot — for comparison the city assessed it at $2,300. But city tax records show that the previous property owner owes the city $5,905 in delinquent taxes and fees.

Before PHA took ownership of 1324 N. 22nd, the property had been owned by the same person since 1925 — William Lipshutz, city records show. But the authority and redevelopment authority listed the owner as Louis and Zelma Lipschutz.

All three people had a second listed address of 315 N. 2nd Street, where the redevelopment authority sent its condemnation notice. That address, however, does not exist in...

Philly puts aside $3.4M more for Sharswood properties
The Philadelphia Housing Authority set aside the last batch of millions owed to property owners whose homes, businesses and vacant lots were taken through the 2015 Sharswood eminent domain plan. On Friday, the authority deposited $3.4 million into a court-held account for 439 condemned properties that have yet to settle up with the authority.

As it fills in final missing bits, Philly's nearly-complete city plan exposes gap between neighborhood hopes and political realities
As Samantha Petty considered the Planning Commission's proposals for her community, she experienced a wave of déjà vu. Standing in the hallway of West Philadelphia High School, at the last public outreach meeting about proposed policies for the "West District" - one of 18 city subsections to undergo the comprehensive planning process begun six years ago - the West Philadelphia mother flashed back to her work as an urban planner in Portland, Oregon circa 2011.

Philadelphia had its first snowfall of the season over the weekend, which meant the inevitable return of two annual recurrences: People illegally trying to save their parking spots and motorists not cleaning the snow from their cars before driving. The Philadelphia Police Department has the whole "no savesies" thing covered pretty well, so let's turn our attention to the latter issue.

The Philadelphia Zoo opened its gates on July 1, 1874. The Frank Furness Victorian gates and gatehouses, and the zoo's location, are the same today as they were on the day it opened. One of its assets, then and now, is John Penn's home, "The Solitude," which sat on the land chosen for the zoo. John Penn was the grandson of William Penn, founder of Pennsylvania. The Solitude is considered Philadelphia’s most precise and elegant expression of neoclassical style. On opening day, flags flew, and a brass band welcomed more than 3,000 visitors. Admission was 25 cents for adults and 10 cents for children, a rate that held for the next half century. Visitors came on foot, on streetcars, by horse and carriage, and every 15 minutes by steamboat on the Schuylkill River, landing at the zoo's own wharf. The Girard Avenue Bridge opened three days later.
