WEST PASSYUNK NEIGHBORS ASSOCIATION ZONING MEETING STATEMENT 2031 S 20th Street July 2nd, 2018 Thank you for your patience as we were collecting our notes and writing our statement. The zoning meeting minutes will be up within a few days. As a reminder, the focus of the Zoning Meeting on June 28th was to address two refusals for 2031 S 20th Street. Those refusals are: - Downzoning from commercial mixed-use to residential multi-family - Increasing the by-right number of units from 8 to 12 We understand that parking is a hot-button issue in Philadelphia right now. We are happy to address and advise on these concerns at our general meetings, which are held on the 2nd Monday of the month (except August) at 7pm in the Rectory of St. Edmond’s Church. There are many things that we, as a community, can do to improve parking. We can address these at our meeting on July 9th. However, as it pertains to the project at 2031 S 20th Street, parking is neither a requirement nor is it relevant for addressing the variance. The Zoning Committee must address the specific refusals of the project when deciding to oppose or support the project. While the community’s opposition did outweigh the support (22 opposed to 16 not-opposed), it was clear that the opposition of the project was due to parking, which again, was not relevant to the refusals in question. The Committee discussed concerns about the project. There were some concerns with losing commercial and how that may impact surrounding properties in the future. It is our belief that the increased density provided by this project will improve the success of our commercial corridor and make a commercial development on the vacant lot along Snyder more enticing for other developers. We are dedicated to maintaining our commercial corridor on Snyder Avenue, and we pledge to do everything in our power to keep those corner properties zoned commercial. We will continue to work with the City Planning Commission and with Councilman Kenyatta Johnson’s office to ensure that this happens. There were other concerns about whether the building fits into the current neighborhood, especially the color of the brick. The Committee believes that the building in its current design is similar to the character of the block and the neighborhood as a whole. Our committee welcomes the greenery along the front of the building. The proposed owner of this property mentioned in the meeting that they are committed to giving back to the community. They proposed a community benefits agreement, which we are working with them on. They have agreed to dedicate 3 hours per month up to 50 hours per year to community service projects and to allocate one affordable ADA compliant unit. Exact details coming soon. Given all this, the Committee voted to support the variance. The hearing date for this appeal is July 18th, 2018 at 2:00 PM. It will be held at the Zoning Board of Adjustment at 1515 Arch Street on the 18th Floor. We encourage neighbors to attend this hearing and voice your opinion there.
