Tire Round-Up projects promote neighborhood clean-ups and beautification efforts that stimulate civic pride. Registered participants will be reimbursed 50¢ for each illegally discarded tire brought to the drop- off site.     In 1995, the Streets Department's Sanitation Division developed the Tire Round-Up Program to address the serious problem of illegally discarded tires in the city of Philadelphia. The program is designed to remove illegally discarded tires from the city streets, sidewalks, parks, alleys, and riverbanks.
