Anastasio, Jon Cole – NE Times Newspaper *Old Business Summary Reminder: May 19,2018 10:00am – 4:00pm there will be a FREE VIN ETCHING EVENT at the Philadelphia Mills (Franklin Mills) taking place in the “Yellow” parking area. Your VIN (Vehicle ID number) will be etched onto your windshield and windows. Estimated time for etching 10-15 minutes. Sponsored by the Phila. Police Major Crimes – Automobile Squad. -9811 Berea St (New house Construction) -No update -Arch / Legion Street Project -No update – refer to WTCA minutes “20170622” for issues. -3201 Morrell Ave (Way of Life Recovery)-No update -Unattractive black privacy netting on the Union League’s property along Grant Ave-No update since last communication from the Union League as stated in minutes of 12/Jan/17. -North Point Development’s plan for an indoor storage facility located at the property adjacent to the CVS on Academy road. No update WTCA President (Ken Law) requested that two “X boxes” be painted on Avalon St at the intersection with Academy Rd. No update. *New Business summary -City Commissioner Al Schmidt briefly talked about the role that the Voting Commission has regarding voter registration, voting process and certifying the results. Commissioner Schmidt stated that the NE Section of Philadelphia is now in the 2nd Congressional district. He explained that PA is a “Closed Primary State”. In order to vote for a person campaigning in a primary election such as the one taking place on May 15,2018 you must be registered to either the Democratic or the Republican Party. If you are not a registered member of either party, you may vote on the questions or proposals listed at the bottom of the ballot. -Al Leppert, representing the Civilian Police Academy presented an overview of organization: The CPA is an interactive opportunity to learn what municipal policing is all about. CPA consists of 13 nightly sessions held weekly (12 classes with Graduation being the 13th class) on Wednesday nights from 7:00pm – 9:00pm at the Police Training Facility located at 2838 Woodhaven Rd. 19154. James Pauley at 215.934.4147 Next class (#50) begins Sept. 5,2018 –applications due by Aug 7,2018. -Pastor Phil gave a brief introduction of himself and his parish as well as the purpose of the new fencing surrounding the church’s parking lot. Pastor Phil then held a brief Q&A session which allowed a few neighbors to voice their issues and concerns pertaining to the new fence. The Q&A session with Pastor Phil ended amicably. -9675 Academy Rd – Business plan and construction proposal presented by the lawyer (Vern Anastasio) representing the property owner, Gary Wills.Property requires a Zoning Variance This will be a new business, having no off-street parking and is to be a “Charcuterie” – selling prepared meat and cheese products along with wine. Upper floors will be used for the consumption of prepared foods and the drinking of wine. There will be no “commercial” kitchen on site.Concerns included parking, noise, truck deliveries, trash, trash removal, congestion and business hours (open 7 days a week) Proposed facility is to be 54’ tall (3 floors) with rooftop deck, currently awaiting Airport hazardous zone requirements. Since the proposed facility is adjacent to but not in the airport flight zone a more detailed review may have to be conducted by the Phila. Airport Authority. This review may cause a redesign by the property owner. In lieu of this possible review the property owner agreed to a postponement of next week’s Zoning Board meeting. Will advise as to next Zoning Board meeting. *Meeting summary (30/Apr/18) with PNE Airport manager, John Brewer: Attendees: John Brewer – Airport Manager and Tom Kilfeather – Executive Board member of the WTMCA Last Citizens Advisory meeting was held in 2009. New Hangar Construction along Norcam Rd is being done by CHUBB Insurance group for their use. Planned renovation for runway 6–24 (Grant Ave to Comly Rd) will take place over 4 yrs. Runway is 7000’ long and renovation will be 2000’/year during the construction season (April thru October). All flights during April and October will use runway 15–33 (parallel with Grant ave) which means increased air traffic over the neighborhood. A beginning date for the renovation is currently unknown. -Noise Abatement Manager at PNE:Clint Morrow: 215.937.6879 Call Mr. Morrow if you have issues regarding noise from aircraft and helicopters. Recommend mentioning the date, time of incident and type of aircraft. -Paved stair or ramp access to the jogging/biking path at President St. - Mr. Brewer stated that he would mention the request to his supervisor and the funding for the improvement may not be available. *Morrell Park TOWN WATCH will hold a meeting on May 24, 2018 in the basement of Christ the King Church. *Future WTMCA meeting at the 8th District beginning @ 6:30 will be held on Sept 20,2018. There may be an additional meeting prior to Sept 20, 2018 pertaining to the property at 9675 Academy Rd. Please stay tuned.

White to Host Community Forums on Opioid Addiction this Thursday, April 12, 2018 at Ryan HS PHILADELPHIA — Rep. Martina White (R-Philadelphia) will hold two community meetings to help prevent and fight opioid addiction. The meetings will focus on education, prevention, intervention, and treatment in order to give families the tools necessary to help loved ones affected by the epidemic. “To tackle the growing epidemic of opioid addiction we need a better understanding of how drug abuse begins, how to fight it through education, and where families can find help for those needing recovery,” White said. “My focus is to help families identify warning signs before it becomes overwhelming. I want to connect people with the resources available for solving this problem.” The first meeting will be on Thursday, March 22, from 6:30 p.m. to 8 p.m., at KleinLife, 10100 Jamison Road in Philadelphia, 19116. West Torresdale Morrell Civic Association (WTMCA) meeting minutes from March 22, 2018 -Officer Rosati stated that on March 28, 2018 there will be an Easter Celebration at the 8th District beginning @ 6pm: This event is FREE and will include: Easter egg hunt, Easter Bunny will be there and a Movie will follow the egg hunt. -Officer Rosati stated that on May 19, 2018 that there will be a FREE VIN ETCHING EVENT at the Philadelphia Mills (Franklin Mills) taking place in the “Yellow” parking area. There may be another VIN Etching Event in September – Officer Rosati will update us -Old Business summary 9811 Berea St (New house Construction) Lawyer representing the property owner was contacted by Ken Law (President) regarding the fallen/knocked down fence on the proposed build site and fence was up-righted within a few days. Lawyer advised Ken that the property owner is in process of obtaining permits to build a home without any zoning variance. -Arch / Legion Street Project update. No update – refer to WTCA minutes “06/22/2017” for issues. -Contact information for the NE Regional Airport was supplied by Councilman O’Neill’s office – Civic association will contact the Airport managers with the objective of becoming a member of Airport’s Neighborhood Advisory Council (or similar). -New Business summary WTMCA President (Ken Law) raised a motion to contribute $50.00 to this year’s Police Officer of the Year being sponsored by the 8th District. The money will be for an advertisement in a booklet that will be supplied at the event. Motion passed. -WTMCA President (Ken Law) informed the meeting that the required forms to expand/re-name our Civic Association have been submitted. -Morrell Park TOWN WATCH will hold a meeting on April 19, 2018 in the basement of Christ the King Church. -9675 Academy Rd update Correction to 01/24/2018 minutes: Proposed new Business to be a Winery and Fresh food business not a Beer Distributor as last reported.Since the lot is zoned as residential, the property owner’s request to build and open a business was rejected by the City – appeals may be in process. -North Point Development gave a presentation of their proposed business plan for constructing a Storage Facility on the property that formally held the Produce Market and Mini Farm on Academy Rd directly north of the CVS building.North Point Development – Sara Jo Wergin was the Lead for a 3- person team.Summary: 3 story Indoor Facility – Hrs. to be 6am – 10pm -access via security ID system that only operates between 6am-10pm Loading and unloading takes place indoors – no parking lot storage for RV’s or boats / trucks 800- unit Facility – Unit sizes from 5’x 5’ to 10’ x 30’ North Point will be the owner/operator of the facility -Q&A’s Current zoning is residential, so North Point must initiate the Variance request process before anything happens Facility will have estimated quantity 30 security cameras on site Outside lighting will be of the downward type only highlighting the facility and immediate area North Point will attempt to keep the existing tree line along the northernmost property line Once granted a Zoning Variance the construction timeline is 6-9 months Next WTMCA meeting at the 8th District beginning @ 6:30pm will be held on May 10, 2018

West Torresdale Civic Association (WTCA) meeting minutes from January 24, 2018 Executive staff attendees: President Treasurer Recording Secretary Special Guests: Councilman O’Neill’s Administrative Assistants Peggy – Danielle Officer Rosati – 8th District Community Relations Bevin Westfield – Morrell Town Watch John Cole – Reporter for NE Times Officer Rosati addressed the meeting regarding the recent break ins that took place in the 8th Police District.Officer Rosati stated one action that can aid in solving break ins and one action that can help reduce the possibility of a break in taking place. Security Cameras – If you have a security camera please contact the Officer Rosati @ 215.685.9377 or email: PatriciaRosati@Phila.gov – She will assist in having your camera registered with the Police Dept and in the event of a crime in your area the Police contact you and camera data if applicable.Landscaping -keep shrubs low and keep outside lights on during the night. Report suspicious activity to the Police for data to be collected and analyzed for possible trends. No update New Business summary WTCA President (Ken Law) stated that the new property owner of 9675 Academy Rd (near the corner of Glenn St – vacant lot - may request a zoning change to open a Beer distributing business. Current rating is RSA-2 – single family dwelling either attached or semi-attached. The WTCA will be notified if any variances are requested. WTCA boundary expansion Vote was taken and passed to expand the WTCA boundaries: The new area lays within Grant Ave – Academy Rd – Red Lion – Knights Rd and Frankford Ave The New Name for the Civic Association will be: West Torresdale Morrell Park Civic Association Registration with the City is under way so that the WTMPCA is an official RCO (Registered Civic Organization) New Vice President for the WTMPCA was elected: Heather Stanton is the newly elected VP Proposal was made and approved for the WTMPCA to contribute $100 to the Morrell Park Town Watch’s cell phone bill. The cell phone is the link between those Town Watch members patrolling and the Home Base in case issues need to be reported Brian Cover who is owner of the State Farm Insurance Business at Glenn St and Academy Rd contributed $100 to the MPTW cell phone Future WTMCA meetings at the 8th District beginning @ 6:30 will be held on: 22/Mar/18 10/May/18

UPDATE: An appeal against the denial of permit for 3201 Morrell Ave. will be read tomorrow, 1/17/2018, 2:00 PM at 1515 Arch St,18th floor. The hearing is open to the public, but neighborhood comments or concerns will not be heard at this time because the application has already been denied by the Zoning board. After a denial, the applicant (3201 Morrell Ave.) has the right to appeal formally. Updates will be presented at the next WTCA meeting on Wednesday, January 24, 2018, 6:30 PM.
