This Public Safety Issue Is a Big Deal to Some Philadelphians and Irrelevant to Others

Last month, on Labor Day, when more than twenty Point Breeze residents were protesting the selling of illegal BB guns to minors, the main concern on everyone’s mind was that police officers would mistake these toys guns for the real thing and shoot – or kill – an innocent person.

Since that protest – which resulted in the store closing for the day and agreeing to no longer sell the illegal product(s) – that concern has been repeatedly expressed by activist Anton Moore: the first time at a town hall meeting in South Philadelphia; the second time at a closed door session in the City Hall Caucus Room; the third time at the Police Advisory Commission and the fourth time in City Council chambers, testifying in front of the public safety committee.

According to Mr. Moore, all of the members of City Council showed concern, but only Councilman Jim Kenney called out Licenses and Inspections for their negligence in tracking the sales of BB guns.

The entire time Mr. Moore was trying to prevent an unnecessary officer-involved shooting, he didn’t realize that Philadelphia police had already fired their weapons on citizens who only had toy guns.

A memo from Kelvyn Anderson, Executive Director, Philadelphia Police Advisory Commission, reveals that from 2007-2013, there’s been seven officer-involved shootings where the assailant was in the possession of a BB gun.

Out of the seven incidents, two of them resulted in injuries and officers missed the offender(s) in 5 of the incidents. These incidents occurred in the 3rd, 15th, 18th, 22nd and 25th Philadelphia Police Districts.
